Tracking Progress: Surry County’s Battle Against Substance Use and Economic Hardship



The latest INSPIRE Local Data Report provides an in-depth look at Surry County’s efforts to combat substance use while navigating broader economic challenges. Encouragingly, the county has made notable progress in several key areas since the 2020 launch of its Strategic Plan for Recovery-Oriented Systems of Care.


From an economic standpoint, Surry County’s unemployment rate continues to outperform both state and national averages, holding steady at 3.3% in 2024. Labor force participation has also seen a modest uptick, although it still trails state and national benchmarks.


On the public health front, the report reveals a steady decline in opioid-related emergency department visits and overdose deaths—signs that local prevention and recovery strategies may be gaining traction. Yet, challenges persist. Alcohol-related deaths remain high, and ED visits tied to alcohol misuse hit a new peak in 2024. Additionally, arrests related to drug possession and sales rose sharply in 2023, outpacing state trends.


The data make one thing clear: while progress is being made, sustained action is needed. Surry County’s ability to reduce substance-related harm will depend on continued collaboration, investment, and advocacy across sectors.
